ACHD Franklin Traffic Operations Center

Ada County Highway District’s traffic operations division had outgrown its Adams Street facility in Garden City. CSHQA designed the Franklin Traffic Operations Center, a 66,900 SF, four-building government campus in Boise, Idaho, to consolidate ACHD’s Congestion Management Center, Construction Lab, and signal, paint, and sign divisions into a single purpose-built facility. Completed April 30, 2025, the $29.4M project was delivered more than $1M under the original contract through close collaboration between CSHQA, contractor McAlvain Companies, and ACHD.

CSHQA’s multi-discipline scope included architecture, landscape architecture, interior design, and MEP engineering from programming through construction administration. The Traffic Management Center anchors the 25,000 SF Traffic Operations Building with a 14-foot by 4-foot Planar DirectLight Ultra MicroLED videowall, among the largest in Idaho, supporting around-the-clock monitoring of Ada County’s road network. The campus also includes two 20,400 SF pre-engineered metal shop and warehouse buildings serving signal construction, paint, and sign operations, and a Construction Lab with specialized testing rooms and ventilation.

The heated shop building houses dedicated bays for signal construction and maintenance, paint striping, welding, woodworking, and tool storage, as well as shared staff amenities. The warehouse accommodates sign fabrication, pavement-marking storage, and signal-maintenance operations. The Traffic Operations Building includes conference rooms, ADA-compliant restrooms and shower facilities with touchless plumbing, and an outdoor covered patio. ACHD Traffic Operations Manager Shawn Martin noted CSHQA’s attention to detail and responsiveness throughout the design and construction process.
